UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

According to a new poll of local authorities, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group said that a significant number of authorities attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in southeast England said its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Rises and Wider Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will need to raise local levies next spring to address the growing cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils this week also found local finances being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data highlights the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting funding system that accounts for and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the last year, the study found.
